The tilt wheel mechanism doesn't work, and this is why. That is a screw wedged under the tilt wheel lock. Someone worked on the steering column and made a mess in there. Most of the screws were stripped. The ignition switch was bad, and had been zip-tied together. The key-removal lever was bent, and the key-removal push rod snapped off.

Unfortunately, the tilt wheel spring bail was bent due to that screw in the tilt lock. I just set the tilt mechanism to the middle position. Working on a tilt steering column is a big pain in the neck.
